For the most part everyone is selfish and I don't really think Cersei is better or worse than for example Robert or renley Baratheon or anyone else who's just fighting over the throne or their own pity problems like Arya, CIA, pope etc. The only thing that separates the good and bad are the ones who see the actual zombie army killing all humans as the biggest threat (eg Jon, Stannis/Davos, Dany, the hound).
