When they get a really long winter it's obviously not enough, but with so many people dying that's less mouth to feed.

It's mostly a matter of planning. You don't want to get to 0 food left and THEN get rid of your old people and stuff. You want to get rid of them before this happen so whatever food you have left is enough for the valuable people.

There's no doubt that a large % of the population dies in the long winter, maybe as much as 50%, or even 75%... They keep it going when summer comes back.

well aside from Kevan's duties, there's also Tyrion's take on it. Tyrion himself wasn't exactly sure why his father named him Hand.

But he comes to 2 possible reasons. The first being, as pointed out here >>84548748 that he's expandable. This happened just after the battle against the small northern force, where Tywin sent him to hold the left without revealing his plan ( Tywin expected the clansmen would be rooted, so the northmen would push in the breach, but Gregor's men would flank them and push them to the river). He didn't tell any of that to Tyrion. Eventually the clansmen didn't get routed, because the northern force was too small, just a diversion.

So Tyrion wonder if going to KL as hand is, again, him "holding the left".

The other option is... When Tyrion ask TYwin why him, he replies that "He is his son"... And Tyrion comes to the conclusion that he gave up on Jaime. So he wants to focus on Tyrion now.

So sending him as hand has 2 goals.
1) Seeing what he's capable off (Tyrion never had any challenging duties before that battle, so Tywin doesn't know much about him aside from being a whoremonger and all).
2) "building" him a bit. People don't know much about Tyrion because Tywin kept him as hidden as possible, and what little they know is usually bad things (spends all his time whoring and drinking). By naming him hand, he'll give people more of him to see. If he does well, then Tyrion will have some notoriety as a good ruler. If he does poorly, well Tywin will know. He has to know at some point.

Sure it's a great risk, given the circumstances, it's really not the time to put a risky person as hand, with the war coming... But Tyrion proven he can find some kind of respect in men (even weird men, clansmen/sellsword), and that he can lead them to battle.

So Tyrion might not be bad for the war aspect. And most importantly, he can't do worse than the retards in KL who can't control Joffrey (or worse, control him to his doom)
