The speaker is the Doctor. He's talking to Missy, trying to show her the beauty of the universe — in this context, I don't necessarily think that there's anything romantic between them, but Steven's transmuted the meaning of romance and turned it into a lust for kindness and beauty with respect to the universe. While the speaker in the poem is trying to convince a woman to take hold of life and love him, the Doctor is trying to convince Missy to take hold of life and love the universe.

The conflict is described in different ways by the poem — time's winged chariot, or the sun. The biggest antagonist is time itself, and how it's fleeting. In the context of the show, I think that time is the Master, come to steal Missy away from the side of goodness.

"Thus, though we cannot make our sun

That's the Doctor telling Missy that he isn't going to give her up to the Master with ease.
