I would've made Sandman a petty thug in a team of henchmen who, after acquiring his powers, becomes ambituous and maniacal, kills his boss and tries to take over the criminal syndicates in New York.

The Venom symbiotic should have been tied to Mary Jane's astronaut former fiancé. He comes back from space with an alien specimen which uses him as a host briefly before killing him, finding Peter more powerful body tantalising.

Do away with the whole Harry with amnesia thing and you've got 3 villains fighting him in the skyline. Would've been enjoyable.
