He was by far the best late season 2 character, not that he had much competition, and easily in the top 3 of season 2 characters in general.
The only problem with Earle is how bad and inconsistent the writing had gotten by that point, and his performance still managed to salvage the character. So once a decent creative staff took over for the last two episodes, he really benefited.

His motivation is lame, casts Cooper in a bad light unnecessarily. His constant use of costumes and fake mustaches and Looney Tunes shit takes away any legitimate terror he might have instilled. The chess motif is clichéd and dull, and immediately forgotten about after Pete's involvement even though Cooper insists Earle is a man of strange but rigid principles. The way Dougie sheds a tear of joy at the sight of his son, the way he stops to appreciate a statue, before and after the work day, the way he looks at the poster of his boss.
