No shit. It's fundamentally about a washed up famous person who, despite having the financial security that will stay with him until he's dead, is in crisis because he wants his life to have more meaning, but his own problems he creates continue to get in the way of his happiness.
It's meant to be melodramatic. Everyone tells Bojack to stop being retarded and fix his life, but he won't because he's a narcissistic asshole. The real drama comes every now and again when Bojack realizes that he's the one who's been destroying his life and no one else.
It's easy to pick on a show for it's weakest points, but using animal characters for running gags in a serialized show is very different from using unrelated jump cuts ad infinitum for unrelated gags in an episodic.

One of the things that makes the show so good is how realistic it is (which is why OP is an idiot for only focusing on the animal jokes, which is only there as a ridiculous counterpoint to the more serious elements). I wouldn't call any of the situations you brought up "exciting events set to appeal to emotions".

bojack is guilty of melodrama (like all tv shows) but to say it does not progress is, i hope, disingenuous. complete the season and then tell us nothing has changed.
Of course it progresses. It just does so realistically.
One of the main themes of the show, established in the first scene of the first episode, is that life isn't like a sitcom where all problems are neatly solved in a 30 minute episode.

things dont move rapidly, but they do change. There are "this guy is an animal" jokes, and there are cathartic emotional payoffs

Bojack has jokes that are intentionally, slap you in the face not subtle, as well as jokes you need to rewatch the show to even pick up on, because sometimes the setup came half a season earlier, and the punchline takes place in the background.
