I disagree, in first and second season he was, along with Carver just pure comedic relief. Only in third he becomes ivolved more with a story. You would think, that after working with Mcnulty, Lester and Kima in two seasons he would learn a thing or two.

Also, notice how in the first season they both take seargant's exam and Herc scores much higher than Carver, and then Carver gets promoted only because he was spying for the deputy. Then, in the following seasons Herc becomes a bad cop, and Carv, a good cop.

When Herc and Carver started out, they were the same kind of cop/person despite the racial/cultural background differences and got along really well because of it.

As the series went, they had different experiences and it made them stray away because of how apart their perceptions of crime and people became. Carver is good police now, Herc is just the next Valchek.
