Pretty much. Just look at the piss poor budget of stuff like Paranormal activity or Blair Witch Project, and then look how much they made at the box office.
People don't really care about production values or quality when they see a horror movie, they usually want cheap and easy thrills.

If you had a certain pass about 10-15 years ago you could go up to walt's offices above New Orleans Square and look at the original storyboards and the concept art. It was very early based upon the ride.
Interestingly enough, Capt Sparrow appears to be a creation of someone aside from the original storyboarders.

Borrowing ideas isnt an adaptation niggers, there are no truly original ideas. What we are looking at is SOURCE MATERIAL

After POTC2 they redid the ride to
1) include jack
2) include geoffrey rush
3) finally get rid of the wench auction and the wench chasing due to the implied rape
4) When they are dunking the latino man to get info from him his wife no longer says, "Carlos dont be Chiiiicken" she says, "Carlos, be brave!"
It's still "based" on it. They share the title.
Just like John Carpenter's Vampires is "based on" John Steakley's Vampire$, even though the only thing they have in common is the name of 2 of the characters and nothing else.
