You're right. He's not the go too "great actor of our time" for plebs. He was especially good in Heat, Jack and Jill, and Righteous Kill.
the real reason is that it's harder to hype actors as Actors, because literally all of them have to take roles in franchise blockbusters in order to become movie stars.
you can't become a box office draw by appearing in stuff like One Flew Over The Cuckoo's nest any more, because those films don't stay in cinemas long enough for word of mouth to spread and would just get pirated if they did.
Because young actors generally have to be handsome and uncontroversial with perfect teeth and hair.
They're fags who picked drama and dance class in high school with no intention of fucking the girls there, not men who didn't know what to do after WWII ended.
Because stars wars, minions, jurrasic park, avatar, furious 7 and capeshit have proven that audiences don't give a shit about good acting. Good acting doesn't make bank.
If you want great acting, you have to look at theatre.
No one was good in TDKR but considering he's the main character and has zero memes means he did a pretty good job all things considered.

The only way to be a truly amazing actor is to be classically trained
Every actor today thinks they can just be a method actor and really study their characters without ever practicing delivery and drama
Literally every great actor dreamed of being a Shakespearean actor, actors these days think they're "artists"
The perfect example of this is Mad Men
John Hamm was praised for the way he studied the role. He said he really "became Don Draper". He said the character took a toll on him because he was so dark
And he was easily the worst core actor of the show
John Slattery gave no fucks about his character and was easily the best actor on the show
