How are interspecies relations handled in Zootopia?

Do you have to seek approval from the government or is it just freely accepted?

The trailers suggest there are obvious species discrimination (rabbits shouldn't be cops, sloths can't be expedient, etc.) so it's not like everything is being played straight.

Are there relationship guides for how to have sexual intercourse with something that might be 50X or 1/50 your size?

I just don't understand how this society functions.
