They probably mean any plastic cement you see on the market that contains styrene in it which is pretty much anything other than any of the "thin" cements. So something like pic related. I'm thinking that they soak the paper in the cement and wait for the solvent in the cement to evaporate, which leaves the styrene in the fibers of the paper, reinforcing it.

Normally in decoupage paper techniques they use PVA glue or some brand variant of mod podge to harden and seal the paper.

Get a Jinrai. Basically an architect with some added armor bits.

Architect's skirt comes in eight parts, of which seven are optional. You can avoid having a front or side skirt by just not using parts H5, 8, 9, and 13-16. However, you need part H10 to form her lower back, and that part has the rear skirt baked in as part of it. You're going to have to carefully shear most of that off using a knife or trimmers and then sand down the rest. You can then sandwich in the cloth skirt between the steps 7 and 8 assemblies. This may result in a few gaps, which you'll want to fill in using putty.

Not every matte varnish is equally matte. I've used some that end up being very slightly satin.

That was done with air dry clay, if only because being able to be cut with scissors was the telltale sign.

I...can't tell if you're joking or not? You're literally in a "Busou Shinki and friends" thread. Anyway...if you really don't know, Busou Shinki was a mecha musume toyline produced by Konami years ago. It was unique in that nearly every figure was designed by a different Japanese artist, so there were a wide range of styles to pick from. It was pretty hugely popular and even spawned an anime and several games, but died an untimely death because Konami is dumb and doesn't know what they're doing anymore.

The articulation that attaches one of her twintails to her head, the peg that goes into the twintail broke and is still inside. My plan is drill a hole with a hot piece of wire on both ends and glue them together with a small piece of wire inside, don't know if it would work with this plastic tho.
Also broke part of the "C" that holds the toes to her feet, but they still hold in place so that's not much of a problem.
Not gonna lie, building and painting FaGs have been a lot harder than I expected.

I do not have any guides strictly dedicated to just hair scultping with any large amount of in depth details, but I do have this. Has more focus on forming the hair then most other guides I have seen before so should give you a good idea of how to go about it for whatever you have in mind.
now if you want to take the route of more realistic hair using actual clay and then resin casting duplicates of it, then there are tutorials for that. The method in this image I can't image being too good for highly detailed realistic hair.

there is no need to use gundam markers. Or any paint for that matter. However panel lining is recommended and Stylet does have a lot of parts that should have more color to them but does not. If you do use gundam markers it is advised not to paint the whole kit with them, only details as gundam markers are not that great at giving a smooth result without extracting the paint and applying with a brush.
Here's some progress on filling up the spare Baselard. I bought some MSG kits just now in a bid to patch up some missing bits of the spare flesh body from the Hobbylard set. Namely I bought P109, P125 and P129, but P129 ended up giving me the most use and the others didn't really see much use for now
So far, I've used a 3mm drill bit (see pic) to drill through 2 round panels in the P129 set in order to fill the gap between the Materia foot and the Baselard leg, due to the peg in Materia's ankle joint being longer than the socket for Base's leg. The larger round panel on the chest I have temporarily affixed with blue tac, but I might just glue it to the body in order to replace the ring. Replacing the verniers on the arms' cuffs was difficult, because the verniers in MSG P109 didn't have the correct socket and their bases were too thin to drill out, thus I might just nip off the cuff pegs and pin on the verniers instead.
I'm not sure about the chest pieces flanking the centre ring but I might just cover those with putty and stick on a panel from the P125 MSG set. For the collar I'm not sure what to do so I'm open to suggestions, otherwise I'll just try to sculpt some frills for her.

Nail manicure sets should work. They're cheap and they can be made to rotate slow enough to work on thermoplastic materials. No idea how well they do on hardened putty though.

A basic Dremel that can handle wood, plastic, putty etc should only run about $40-50.
If you want cheaper just search amazon, or similar for a "rotary tool kit". You can easily find corded off-brand options for $20-30.
Other options include checking local hobby shops, modeling supply stores, and craf stores. Asking again for a rotary tool is generally the easiest way find what you're looking for.
