Actually the setting is inspired by ancient greece, and is set in the late bronze age/early iron age period (very roughly). It features gods-in-the-flesh who live on a literal mountain of the gods and shapehsift to slum it with mortals.
Most player characters and prominent heroes, including everyone with magical powers, are of demigod descent or have received a powerful boon/blessing/gift from a god.
The ocean naga/merman thing is just something I've always wanted to put into a setting, so when a player ended up asking me nicely if I could make an ocean naga race for him, I just went all in on the concept.
I'm writing the fluff as I go along, but I'm trying to connect them with Nereids and Sirens.
The idea is the culture of the ocean dwellers (which has a lot of genetic variance, including two main variants - essentially those who have webbed feet, and those who have a finned tail.
Their culture is pious, peaceful and loving, and has a lot of music and song.
But when faced with betrayal and callousness, they are predisposed develop a "curse of the mind" that turns them mentally and later physically, into deceptive murderous monsters; sirens.
The ocean folk tend to avoid having too much contact with surface-dwellers, as they are seen as volatile, warlike, and insufficiently pious.
It's a work in progress; we've only had one session yet.
My campaigns tend to last many years, though.
If someone has good ideas for how to do this well, feel free to help me out.

He's the type with the tail, but they're amphibious and can use it to move at full speed on land. (I use the same statblock for both subtypes, at least so far.)
His character's a bit of a weirdo who doesn't fit in, and he's got wanderlust, so he's trying his luck in the surface world to the chagrin of his peers.
He's playing some kind of bard/sorcerer multiclass. Or maybe it was bard/cleric. I forget. It's all technically divine magic in this setting anyway.

I play one in a game myself. Mesmer/Swashbuckler it's fun since it's a sailing and ship focused game, however its airships in a partially blown up multiverse where the post appocolypse-ness has long since passed by and she's very much out of her depth.
This thread needs more sharks and/or pirates too.

Some calamity happened and all the barriers between planes blew up, but all the turmoil of that's since passed and now its a wide magic setting where most everything is done via airships and portal gates. We're plying as a bunch of murderhobos for hire who managed to steal/liberate a pirate ship and make enough of a mark to accidentally give our boss a possessive dark god artifact he was after and are currently trying to clean that up.
My girls from the idelic but slightly totalitarian celestial lands where a number of seafolk races managed to resettle (though for game convenience's sake, she was raised primarily on land, need strongtail if I'm going to have a prayer of Swashbuckling in Pathfinder.) who got bored of such. I play up all the mind controlling Mesmer stuff as Merfolk are magical strangeness, and the froufrou swashbuckling is what happens when you learn to fight from adventurers who just want to impress and sleep with a pretty young monstergirl barwench.
