Government Edition
How powerful are governments in your games?
Mere playthings of the Megas?
Equal players on the field?
Or are they even more powerful than the AAAs?

Hey Yekka small little bug to report on 5193169:

Choosing the "Wild Hunt" Mentor Spirit crashes Chummer.
>>
>>54392376
>How powerful are governments in your games?
Depends, some are equal, some are more powerful, and some are just tools.
Yet the ones that are "equal" are so heavily influenced by bribes and donations from the corps that you can hardly call it being equal anyway.
>>
>>54392450
Jesus I misquoted first post instead of OP. I suck.
>>
>>54392450
I remember reading the setting for the Cyberspace RPG and being somewhat baffled by the US government being presented as competent/powerful. I guess I was just used to Shadowrun.
>>
>>54392450
Any of them ever try to start a war with a megacorp? That'd seem kind of an interesting scenario.
>>
>>54392501
Amazonia fought a war with Aztlan, if that counts.
>>
>>54392526
I mean it should count, Asstechnology is basically the Aztlan goverment.
>>
>>54392349
>How powerful are governments in your games?
Depends. We're playing in Germany, where certain States like Westphalia, Pomorya, the Troll Republic of Schwarzwald and the Military State of Saxony are pretty powerful. Hamburg, where our group is currently active, is faltering in its traditional anti-corp stance. While it still upholds independence, the defence is wearing down to the point where some Megacorps are starting to claim territory in the Southwest of the city.
>>
>>54392376
While we're on the topic of Chummer: the GMC Phoenix is misspelled Pheonix.
>>
>>54392565
Then yeah, there are countries that are capable and sometimes willing to fight wars with AAA megas.

Though, those countries are probably fewer than AAAs.

I can imagine the Scandi Union being willing to fight a AAA corp if the corp did something detrimental to them. They do have that hardcore "We are in control not the corps" attitude.
Less certain how capable they would be to do so though.

I've seen street level come up often enough, but has anyone ever played a Prime game? I feel like I've never heard someone mention one here.

Pic related, a little.
>>
>>54392695
I was a player in one some two years back. Lasted for three months of weekly playing and was rather intense. We reached a stage where getting initiative was paramount, even more so than in normal rounds since the firepower of most enemies and ourselves was more than enough to take out most common opposition (or us) in one combat round or less.

We ran against S-K, directly fucking with the golden slugs investments and the two runners that made it out fucked off to spess in fear of retaliation.
>>
>>54392349
>How powerful are governments in your games?

It varies. The various South American governments are more or less all corporate owned, but the more secretive US alphabet agencies still act as if the US never split (in the CIA's case, the fact that it's illegal for them to operate in the United States of America is a boon for them when they're still operating in the UCAS and the CAS) and have conducted no small number of shadow wars against the Big Ten over their practices and operations in the US. In Japan, the imperial family has been pretty good at putting their foot down on corporate overreach and regularly hire shadowrunners to enforce their will when an official statement won't do. And Hong Kong is such a melting pot of government and corporate influences that it's hard to tell who's running what.

New possible gm here.

Am I insane, or is their a 5e Rules Index? Like a condensed rule set with only rules, no rules hidden in fluff? The main rulebook sucks so much, and I swear I saw one at a FLGS.
>>
>>54392349
In my campaign, the Governments and the Corps both require each other to survive, as many of the goals that both have overlap with each other. Examples of this would be how the UCAS military is Ares Macro's largest customer, and without them they'd have to find another country to become the sole supplier of arms so that they can make up for the massive deficit. On the flip side, Ares is one of the largest money makers for them, so there is no way in hell they are going to lose them to anybody, especially not to the fucking Confederacy.
>>
>>54393147
There's Quickstart rules but that's hardly exhaustive. The best place to get a no-bullshit summary of the rules is probably the fan-made superbook and the cheat sheets all in the pastebin. The Superbook is getting out of date though, since the original author abandoned the project.
>>
>>54393147
Look in the pastebin. There are some very very useful Rules summaries for you to download there.

How different would the world of Shadowrun be if the Ghost Dance was stopped before completion. If a bunch of butt hurt natives didn't kill hundreds of millions through the mana spike (I blame them helping VITAS to spread because of the spike) and the direct destruction.

How much better would be the world be if then?

It depends on the country. Some are insignificant, some are major players. Canonically, for example, Ares gets more than half of its revenue from UCAS and CAS military and law enforcement contracts. Some nations have tremendous power, even compared to the AAAs.

But for every nation able to play with the big dogs, there are a dozen that are mere puppets to the megas. Just look at Hong Kong.

A-10's not a gunship dumbfuck, it's an attack jet. You're either talking about the colloquial attack helicopter or the AC-130. You know, stuff that uses guns for the main armament? As in, the definition of gunship? A-10's gun is supplementary, not primary.

>>
>>54396329

>>

I think it depends on how important it is that combat is quick
If it it top, then these people most likely see the lack of defensive roll as a necessary evil
if it isn't, then you can just remove soak rolls. Still cuts out one roll (from 3 to 2) but keeps some rolls on your side
>>
>>54396277
>Not siding with Vauclair
Cuck.
>>
>>54396329
Depends on your group I guess. We use it for our round simply due to the process being a game in and of itself otherwise. Attack roll, Defence roll, armor/body roll, damage is clunky as hell and constantly dodging bullets with my Rigger is also unfun.

We've also reduced the damage roll to just armor, since it doesn't fucking matter how tough you are when someone whacks you with a club or hits you with a bullet. There's still only 7 layers of skin between that bullet and your squishy bits.
>>
>>54396277
Eh, I'd say they wrote him well. They weren't trying to make him Cain, who was content with driving a taxi and hanging out with Jack for the rest of eternity. Lofwyr was a proud jackass and it only makes sense he couldn't really sell himself off as a wageslave. I took up his deal at the end of Dragonfall despite me giving control of the dragon to APEX because of money. If he tried anything I could just get APEX to wreck his shit with Panacea.

Yeah the houserules I've written up exludes the Bod+Armor roll too, in favor of just flat armor and Bod giving more CM boxes, I'm just afraid of gimping melee completely for people who don't go full tank.
>>

As in they get to do two attacks each round or what? Also how did your group feel about Reaction not playing a part in combat aside from initiative?

Also on a similar note, would increasing the difficulty to hit someone that is moving if he has Wired Reflexes or something of that sort be a reasonable thing?
>>
>>54396691
Reaction is already used for the Dodge pool, so just set the Threshold to hit equal to the average hits that goon would have on their Dodge pool. PR1-2 would have 2-3 , PR3-4 would have 3-4, etc.

Fallout from the Seretch Decision, essentially. Native American lands were reappropriated by the government, as various megacorporations began swinging their extraterritorial dicks around and wanting more land.

>With their new freedom, the corporations of North America increased their exploitation of the continent’s resources with a vengeance. In what the media dubbed “The Resource Rush,” corporate coalitions demanded and were granted access to oil, mineral, and land resources on federal lands. Again, and again, in the years of 2002-2008, the government invoked the right of eminent domain to bring property under its control, only to license its exploitation to a corporate sponsor. Taking the brunt of this landgrab were the Indian reservations and federal parklands.

>Conservationists and Indian-rights groups expressed their shock and disgust, though corporate influence and paramilitary power made it dangerous to object. Angry and frustrated, the more radical elements founded the Sovereign American Indian Movement (SAIM), whose roots traced back to the Indian-rights struggles of the twentieth century.

>The growing tension and hatreds finally erupted in 2009. On May 5, United Oil Industries announced that it had acquired the right to exploit the petrochemical resources in one-quarter of the remaining federal parks and one-tenth of the Indian lands, which the government had just confiscated. SAIM reacted immediately. A small band entered the Shiloh Launch Facility in northwest Montana, capturing a missile silo. To this day, no one knows how the raiders managed to bypass the security patrols, but once inside the missile silo, they met up with John Redbourne, a USAF major and a full-blood Dakota Sioux. After knocking his partner unconscious, Redbournce took the man’s keys and codes to unlock the launch failsafes.

Newsflash, the Ooooohhhhnly place in the United States where this could even come close to being practical or true is Alaska, because oil pipelines. And that's just pipelines, the natives don't have land with Oil in it - we took all that shit. They're just in the way of a pipeline.

Federal parklands are literally just big forests and marshes. There's nothing useful there except lumber, which is hardly worth seizing.

The problem with the reservations is that they crippled Native nations. They forced the natives onto shitty land, and both the USA and Canada have regularly violated treaties for centuries if it turns out there's something of value there (like the Black Hills, or hydro areas in Quebec). At the same time, they promised certain levels of aid but never delivered on half the promises, cheating at both ends of the deal.

The Inconvenient Indian is a great book about the subject of Anglo-First Nations relations, and why the problems seem intractable. I'd love to see the author get a shot at writing a NAN sourcebook that characterizes more than just the Sioux.

Got a long storytime for you, /srg/. I'm gonna take the time to use meticulous detail so it'll take a few posts.

It concerns five teammates:
>Hammer, weaboo and stealth sniper
>Joe, driver and street sam
>Mr. Marvelous (Marv), 'face' and adept gunbunny
>Saab, helicopter pilot and tactical retreat expert
>Voortrekker (Voor), streetsam tank and quasi-face, me
And their quest to get paid.

Guide to reading the map:
X = Ordinary AK-10 mook
B = This guy has a 24P rocket launcher
C = Technical truck
T = Troll with pain editor and extensive cyberware
D = Doggo

We're african mercenaries and had just been given an off-the-books job: 10K to "Send a message" to this base and the client would pay for any loot we got. So naturally, we were incentivized to attempt to cause as little materiel damage as possible to maximize our rewards. We learn that they have a magical combat drug but miss how dangerous it is (hence their reticence to use it) and what its effects are (which would've totally fucked our plans if they used it more). We also learn that this merc group is tangentially related to Ares and assume The Unseen are just a commcall away.

So we plan. Our plan is to do area denial and force them into a place where we can spam stun/gas grenades at them in a cluster, ideally in the center. We get into position and deploy directional jammers at the compound and cut off their technical communications.
>>
File: Hammer.jpg (38KB, 374x512px) Image search: [Google]
Hammer.jpg
38KB, 374x512px
>>54402675
Voortrekker approaches the side of the compound and pulls out an IED made of commercial explosives, placing it on the wall (purple X on the eastern side) and waits until it blows. Meanwhile, Hammer tries to take out a troll, discovering that it can survive a called shot to the vitals and look more angry than woozy. At this point, two mooks begin trying to get in the tank, and Hammer is too busy keeping Marv, who is being threatened with a rocket launcher in his direction, alive, to prevent their entry. She shoots the rocket launcher holder in order to not get Marv killed. Marv hops down from his hot rooftop and tries to regroup with Joe and join his entry team, southeast courtyard only having one mook left. The troll begins suppressive firing Hammer's house and Hammer has to make a run for it, using edge to jump - in stealth, because she is covered with Ruthenium Polymer Cloaking - to the southern building. In the knick of time. Sort of.

It is at this point that our helicopter arrives. It attempts to suppress the trolls and their entourage, and the trolls choose to eat the damage, soaking it all. But that is good, because it prevents Joe, who killed all but one on the northern side of the compound with his car, from being outnumbered. The mook left alive throws a grenade and Joe throws it right back, landing it at the mook's feet. Voortrekker throws a flashbang at the technical trucks, which are now manned by three mooks and all firing on Hammer's old position. It is mostly ineffective.
>>
>>54402675
Voortrekker's IED goes off and the blast area is on fire, in more ways than one. Suppressive fire is all over the place and he's lucky to get out in one piece, with three seperate sources of fire converging on the breach. Hammer manages to eliminate the men on the technicals shooting at her position, and Voortrekker tosses a gas grenade after bargining with the isolated two in the northeast that it's not worth it, and that they'll leave them alive if they lay down their arms. A stalemate ensues as Joe attempts to head down the entryway before having to turn back, Voortrekker is pinned down outside the breach, and Marv is trying to reach Joe's position but Joe's about 80M away from him. The tank fires at Hammer's previous residency, knocking down the largest building on the north end, but it's empty save for a drug chemist living inside.

We're close. We're deadly close. The suppressive fire lets up for just a second. Voortrekker sees his way through. The enemies numbers have been brought into parity, and they haven't popped their drugs yet. We can taste the hundreds of thousands of loot inside their base.

Hammer notices a single hand heading out of the top of the compound. It's a flare gun. She makes a called shot to shoot the gun, at a -8. She misses. The flare goes off, Ares Unseen are on their way, all is lost. The team immediately begins prepping for extraction - but Joe crashed his car, the tank is now free to shoot at the helicopter, which has landed behind their walls to avoid main cannon fire, and there's suppressive fire on the northern end of the compound. Marv can't reach the rest of the team due to having to pass through it, and starts heading southwest, so the helicopter can fly low-and-slow to pick him up. Hammer thinks she's going to walk home with their RPC cloak on. Voor and Joe have no idea how they're getting out of this.

>>54402675
With a break in the suppressive fire, Voor heads through his breach, making a gymnastics roll of three to jump ontop of the tank. He uses his monowhip to open the tank's hatch, screaming at the two men inside to get out or die. The men choose to die. Voor takes a revolver bullet to the face unscathed as one of them uses their magical combat drug. Hammer and Joe hear what Voor is doing and begin converging north of the tank in order to hop in if he actually steals the thing. Voor drops down into the main compartment of the tank and uses his monowhip, splitting his dicepool, to take out the two tankdrivers... But the one who'd used the magic combat drug burns a point of edge to use a dead man's trigger. Literally, pulling a high explosive grenade out of his pocket and pulling the trigger, at the very end of the initiative pass. Voortrekker burns an edge in kind to slice and throw the man's hand out of the tank. It's his now. His forever. Only one problem: Voor is a gnome and can't actually both see to drive and reach the pedals. So he just steps on the gas and wings it, driving the tank 'forward' towards the northern house. It bursts through the plascrete wall and keeps going, as Marv hops in the helicopter after grabbing the laying rocket launcher from the team he'd killed.
>>

Joe.png
46KB, 128x167px
>>54402708
Joe and Hammer both make the gymnastics roll to hop in the tank, Joe taking the driver's seat as they floor it. One more problem, however: The enemy still had one RPG left, and decides to use it on their commandeered tank. Full of ammunition like tank shells. And Joe fails the dodge roll, before Hammer uses edge to grab the wheel and jerk it to the side, dodging as well.. And the team drives away, just a minute in front of Ares reinforcements.

And that's how we stole a tank from Ares. It was. Awesome.

So after we infiltrate the facility, steal combat armor, assault riffles and a pack of real beef jerky we free what technos are alive.

A character I called Legion. Originally, he was researcher for a AA who stumbled into some shit he was never meant to see - experiments in erasing subjects' memories and then uploading new memories and entire personalities. Like personafixes, but permanent overwrites instead of temporary overrides.

Let's be real here - he knew he was fucked after seeing that. So, in the time before he was found out and disappeared, he did the best thing he could figure out for how to survive this. See, Legion was a huge fucking nerd.

So, he made as perfect of a copy of his own personality as he could manage and encoded it in a variety of formats - personafix, drone personality software, and so on. He set up a decentralized network of servers to store a series of redundant copies of memories. And then, from then on, anyone running a Legion personafix, any drone running Legion personality software, and so on? They all uploaded details of any events they encountered, anything they did, in simsense, in trideo, even just written accounts, causing the Legion entity to keep growing, keep living.

Legion appeared repeatedly in the game. A street samurai whose personality got burned out running Legion full-time. A non-sapient but high-Pilot vehicle running Legion personality software. Even a digital ghost made of a baby AI fused with a copy of the personality.

Where's the original Legion? Maybe dead. Maybe stuck in a corporate blacksite somewhere. But Legion, and the many legionnaires who served as its eyes, its hands? That's the most powerful character I made, because even if you kill one legionnaire, Legion is still there.

In mechanical terms, Legion was a burned-out street samurai/rigger hybrid running a personafix all day every day with a vehicle and several drones also running that personality software. He had a major Contact with the Legion organization. Later, once the sam and his bots got destroyed, the replacement was a digital ghost in a drone body.

You do know that it's Topps that owns the property and licenses it out to Catalyst, right? Microsoft has the video game rights (that they licensed to one of Weisman's companies, who sub-licensed to Harebrained), Topps owns everything else, which they have licensed to CGL. I think the situation is the same for BattleTech/MechWarrior.

Catalyst couldn't give you the license if they wanted to; at best they could allow you to produce things under their license, or return the license entirely to Topps for them to redistribute. And they signed an undisclosed but 'long-term' agreement in 2013 when 5e came out, so it's not going anywhere.

No, the vehicles body rating works against you in determining damage, and it's armor is only protection for the vehicle itself. IE it's better to hit a wall in a Dodge Scoot than an armored tank Roadmaster.

So he takes full advantage by having a few dozen Hans Brackhauses running around with vaguely draconic features (either from being drakes or just modified through surgery) running all sorts of crazy errands probably with orders to imply that they are the real Lofwyr as they do so.

I'm not going to be the voice of dissent, because everyone else is pretty right.

AI make pretty poor deckers however you build it. Still, I'm going to beat my head on the wall a bit and give some advice for making an AI that might not be a complete embarrassment.

First things first. If you do decide to make an AI, ask your GM if there's time before the run. If the answer is two or more days, then you're in 'luck.' You can skip out on the lifestyle cost for your first optimization and that saves a few karma.

Now, you're basically going to need Exceptional Entity to start with. Most of your karma is going to go into getting lots of Willpower and Logic with some Cha and Int for later on. Put depth and edge at 2 each. You want to be able to take at least one stray Crash Program before going into Realignment.

Lean into Sleaze hacking as much as possible for both skills and your Codeslinger choice. You're going to be at least 30 karma in before you can start to thumb your nose at Essence loss and you are going to have lots of Firewall regardless of choices here.

This is because you really only have two choices for your starting device. The Little Hornet or the Emissary. In both cases you're going to want to make it home, and cover up the weaknesses with your optimization bonus. Also, research what the host usually runs IC-wise. A surprise IC that goes against a bad attribute can just ruin your day.

Your first 50 karma are going to go to Munge (30 karma) so that you can bloat yourself to 12 Essence from draining Sprites made by your Technomancer contact whose purpose is to feed you Essence in exchange for favors and/or NuYen, and a few programs. The exact choices depend on the deck. Hornet, Smoke-and-Mirrors and Baby Monitor. Emissary, add in Virtual Machine. Then save up for Low Profile. Then you may start hacking outside hosts.
>>
>>54408891
The difference being that you can take an assault cannon inside or put it inside a truck afterwards, it doesn't roll down the street smashed to shit and covered in blood.
>>
>>54409018
Obviously. It's also very situational.
>>
>>54409018
Just grab a sham-wow. Cleans the blood right up.
>>
>>54409018
I could always just run through a river to clean it up not like its going to change in africa
>>
>>54408539
It's also really good at avoiding assassins entirely, because any assassin crazy enough to try a dragon will do the basic underworld research to know that there might be a dozen Hans and they're all identical in appearance, activity, and personality and only one of them is the real target. It'd be crazy to even try, since the rest would be massively on guard after the first attempt.

>>
>>54409685
For maximum 'fun' you want the street sam to be an AI, the setup should be doing stun to the drone, and the drone should be covered in UMM, connected to the vehicle by cable so as to best share the Depth based defense.

>>
>>54409648
No. CGL is too busy shitting out special snowflake and magic books that no one asked for.
>>
>>54409797
Fluff talk characters are often snowflakes for sake of being snowflakes though. Only a small number of them are actually special in a real way because of who/what they are or their power, like say Orange Queen.
>>
>>54409797
Who?
>>
>>54409800
I said best for a reason. You don't need the decker at all, but having one gives you lots of options, especially if the car doesn't have a convenient wireless off switch or has had the manual controls removed.

And being able to take it means that you could then steal ownership and pay for a bit of license plate cleaning and you've just saved yourself on gear.

Or you could dump it to a contact with good loyalty for a flat percentage no questions asked as an emergency funds button, or even sell it whole if that could get you more than parts to the right people.

Activating Players
A common complaint about investigative scenarios is that they “railroad” players into tightly following a slavishly predetermined story path. Although you rarely see the opposite complaint voiced, a significant number of groups flail in confusion when not steered in an obvious
direction.
Let players weigh options for as long as the discussion seems lively and fun. If you see the
group get frustrated and unable to make a collective choice, gently insert yourself into the
discussion. Summarize the various suggestions made and direct the discussion toward a conclusion. Guide the players in eliminating choices without nudging them to a preferred answer. This detachment is easier to attain when you don’t settle on one.
Remind the players that the only way forward in a mystery scenario is to gather more
information. When things get static, refer to the characters’ drives. Ask them which choices
before them most suit their specific drives.
Be ready for moments where players feel overwhelmed, either because there are too many choices to choose between or, more likely, no obviously risk-free choice. Nudge them onward by invoking their drives. Remind them that they’ve been trained by the OV as problem-solvers.
Perhaps unlike the players, the characters are used to forming hypotheses, testing them by
gathering information, and revising their theories, and moving forward. They respond to
dilemmas by breaking them down into steps. With a little coaching, they’ll quickly internalize
this problem- solving methodology. Your players will learn to take the initiative, abandoning the “wait for clues” passivity trained into them as they were run through more predetermined scenarios.

But when the stock thing about AI is that they have no concept of what the real world is like, it's kinda nonsense.
>As creatures of the Matrix, most AIs are at best ignorant of the defining aspects of the physical world; things like gravity, friction, and inertia have no meaning to them. Some AIs have never even heard of meatspace or simply refuse to believe it exists. Even if their original programming involved interaction with the physical world in some way, they may not fully grasp the entirety of it.

>>
>>54413722
I'm sure there's a lot of people out there who don't believe in the Resonance, despite the Foundation being, you know, the foundation of the entire architecture of the Matrix. And even though you may know what a Newton is, that doesn't mean that you're suddenly able to understand how to live life when you live by the second and not the pulse, and have to move around a meatbody and interact with objects as they come up instead of touching everything in a host at once.
>>
>>54413816
And yet there are hundreds and thousands of hosts where programs imitate real-life physics. Not to mention you grew "out of" the literal internet, which should endow you at least with a cursory understanding of humanity. Besides, the resonance is an esoteric force, nothing tangible (except if you are a technomancer and even then it is about as tangible as matrix-magic goes).
An AI not believing in meatspace is the equivalent of a character in real life not believing in the Matrix. If you want to play a literal hillbilly, that's fine, there's negative qualities for being an uneducated jackass, just don't make it a mandatory feature for playing one.

It's not a mandatory feature. By fluff the majority of true AI aren't well-versed in the rules of the physical world (a host may imitate real-life physics, but so does Gary's Mod; imitation is not reality, because we don't have the real processing power to nest universes, not to mention that you can step into an entirely different set of physics or simply one with almost-imperceptible differences if you want), and there's Real World Naivete Negative Quality for 8 karma if you want to play an emergent AI from a program that doesn't have anything to do with meatspace.
