Personally a big fan of the Dark Talon this edition.
The bomb, the hurricane dakka, and the rift cannon are all really nice.
It's not quite the gunboat the Stormraven is, but it's cheaper and looks cool.

I just prefer the cleaner look of the Nephilim, but the weapons are easy to swap.

However, regarding the third bullet point, do you need to always take the fist with the plasma gun? Or can you take only a plasma gun?

I presume this rule was added due to how the easy fit Plague Marines are modeled, with the champion having a plasma gun and fist.

You can only have the plasma gun on the champ if you give him a Power Fist, yes.
But there is nothing stopping you from giving him a Combi-Plasma instead and saving 18 points. Thee, also 3 Plasma Guns, but no overcosted Power Fist.

RAW would seem like fist and plasma gun come as a package deal. Maybe it's because of that First Strike model that has a power fist and a plasma gun on its backpack. We know how anal GW is with giving rules to the models they make, so if a model has X, Y and Z, then you need to have rules for a model having that, and if there's no model for a combo, then you can't have it. The thing is, the sniper Dragoons need a certain amount of shots to be worth a damn and the melee Dragoons need a certain number to actually do anything, but the Ballistarius is just fine on its own.
