Take picture of speeding card, locate plate a and drivers face, try to parse as text (you can get over 99% success with license plates, because they all follow same pattern), store in database, print and mail ticket to the offender. Physical policemen are only involved when driver collects enough offenses to have license revoked or enough fines to have property repossessed.
This one is intended to sneak SQL injection and make the database crap itself. Realistically it would not get through parsing as license plate.

Most games are on rails, if not because sandbox is chaotic shit, but because its order is more easily digestible by the players. Railroading can be good or bad.
