depends on what you count as railroading. It's perfectly fine to create a bunch of connecting locals, characters and active plots then plop the characters in and see what happens. Any rulings are just based on what seems reasonable rather than what the GM feels the plot should be. I find the entire fun of tgs is the capacity for emergent stories rather than planned plots.

As a GM I'd rather have the job of giving life to world rather than acting as a sheppard for my players. If they do stupid shit, they do stupid shit, they might die or they might not. Sometimes they really will do something surprising and awesome and I think that's the real joy of the game for the GM. I don't want to take responsibility for my players awesome feats or failures, I just want to give quality material for these things. One of the greatest joys of running a game is being surprised.
