Clutter is more of a formatting / design issue than strictly a size issue, though it's more frequent in larger CYOAs due to the number of options. Generally the more someone feels the need to cross-reference between sections, the more cluttered it will feel to them, and doubly so if they have to switch pages to do it. The more you streamline the process of actually choosing options, the less of a problem this will be. It doesn't help if the choices presented don't feel like they're worth reading through, because then they just feel like they're taking up space for no good reason, so they are clutter at that point. But that's just my observation. I don't really care about the size of a CYOA.

So far there are plans for

1. choosing and customizing your heroes
2. Customizing yourself and your skills
3. Building and customizing your base of operations
4. Choosing your missions and rewards

Each one of these points will occupy a 1,800 pixel wide by 10,000 pixel long page and go as far in depth as my autism will allow me to make it. Is there anything else that seems significant and important to making this as good a cyoa as I can make it with gimp and my undying will to receive headpats?

#2 on the bottom (from the left). That texture is really nice and gives a subtle flavour over the flat colours of the top. Consider using this texture with different colour variants, maybe? The colour choices at the top are nice.

Will reiterate that the body text is a little small, assuming you're going to scale this down to fit 1600px or even 1200px width. It'd also be better if you had a border around the portraits. Even a simple stroke would be better.
