Does anyone have a definitive answer to whether or not these are canon and if so, who are the canonical winners of the games with multiple options.

The same presumably goes for DoW2, Space Marine seems to confirm it.
To answer this you would have to estabilish a clear line to mark out canon from not canon.
If by canon we take everything published or released in accordance to GW that doesn't contradict the smaller circle of material published or released specifically by GW itself then I guess it is.
If by canon we take only material from the already mentioned smaller circle then they are not, but the blood ravens as a name and colour scheme for a chapter canonically exist in this.
If you want to take my opinion about this: arguing about canon is stupid, as long as you have clear what's the source of the information you should be free to choose and discuss any material of an IP, be it "official", from a third party or fanmade.
The difference is people like Abnett, Alan Bligh, and John French have written for FFG. Not to mention it could be argued that the first few books, which were published by Black Industries, are as canon as any FW book.

The Blood Ravens aren't in Winter Assault, unless you're counting the novelisation by Goto, where they appear at the Titan via Webway and revile that the Ultramarines escorting the Titan crew where actually from Alpha Legion all along.
Then yes they are. The entire Blood Raven write up treats them as canonical... even though they take place after Deathwatch, making the history all in the future.
I was asking because the RPGs assume they are, so if the RPGs are canon, then it's a point in their favour.

As far as they can figure out, they're a kind of parasitic reality. The chapter was founded by all of the first founding chapters, but in different timelines. They've lost battles which they won, and vice versa.

For me, Forgeworld books are all canon, I pretty much agree with everything they write. I also consider the Black library's Horus Heresy series to be canon. I know I've disagreed with a couple details in the series, but for the most part I'm ok with the HH novels. I feel the same way about the Night Lords Omnibus.
I've read a few of the BL books with the white cover, and they were pretty awful. It was like I was reading a really long comic book, with no pictures. I dont put much credence in any of the other BL books, but I havent read every single thing theyve published.
I dont think theres anything wrong with cherrypicking bits of fluff to create the universe as you see it. For example, I omit a lot of the retarded Grey Knights shit from their GW codexes. Dudes soloing Daemons in the warp and all that dumb shit. I also have my own version of the Dark Angels story, and so on.

No, they are very different from blood angels and there isnt a good mini to be used as gabriel angelos.
We want an ACTUAL Blood ravens mini.
It's easier for the Bloody magpies to get rules than a model and since Gabriel Angelos is their chapter master now then he is fitting to become the lead figurine.
Are the Blood Ravens in DW2?
I only played the first series of Dawn of War, got the whole box set of the games in a closing downsale of some games shop for like €10, 14(or however fucking old I was) year old me was pretty happy.
Honestly if they ever come out with DoW3, it certainly would be quite a good idea on GW's part to have in the most basic version of the game rules for using the character in the game on the tabletop, and have a more expensive version that comes with one mini of which you could have quite a few versions (a blood raven version, a gaurd version, an ork version, a chaos version, and eldar version etc.) and finally have a ultimate edition which would have the game and all the models in the lower tier and then some (alternatively you could still do the same thing as before and have one for each army, but have more than one character, for instance the DoW2 equivalent for the blood ravens would probably include models of the force commander, cyrus, thaddeus, tarkus, avitus and maybe a few others).
Good way to squeeze a few more dollars out of people and an incentive for people who like DoW and warhammer but don't play the tabletop game to get into the tabletop game

Thanks to DoW2 we know the blood Ravens didn't win.
Sisters couldn't have won because GW would never allow anything good to happen to the SoBs.
Xenos winning would be heresy; moreover if xenos had won they would have never left any space marines alive, and we know that some space marines survived the events of soulstorm, ergo no xeno race could have won, same logic applies to chaos.
Therfore the only logical victor of soulstorm is the imperial gaurd.
We have no canon that says they didn't win. We only know that the blood ravens for sure didn't win.
Because of this, saying the IG won is just as valid as saying that any other non-blood ravens army won. So while I may have no ground to stand on, neither do you. Both of us are equally right and wrong.

Winter Assault: Eldar, Taldeer is being hunted by Alexander for her crimes against the Imperium. Also, Gorgutz has Crull's skull in Dark Crusade.

I can't say if they're canon or not in the largest 40k universe, but
1) Boreale lost and died in the kuravara campaign, according to dow2.
2) The Blood Ravens won Kronus. I don't remember where it's said, but i remember being said that there were problems with the purging of the imperial guard, and obviously Eliphas and the necron lord were killed in the dark crusade, while Thule is alive.
3) Dow2 was won by the blood ravens, since otherwise dow2: chaos rising wouldn't make sense.
4) The canon traitor is Avitus. Dialogues in retribution confirm it; also, while there is no force commander, there are both cyrus and tarkus, the former in penance. So we can extrapolate that the canon ending is the middle one, where the squad isn't fully pure nor fully corrupted.
