Tax rates on evil magic is higher than good magic. Due to the high economic gain of necromancy to its practitioners (i.e. free, recycled labor), the lawmakers decided they wanted to levy higher taxes on necromancers to shore up the nation's coffers. Due to the way that the tax code is structured, it was easier to simply reclassify necromancy as evil than it was to just increase taxes on necromancers.

Well in my Homebrew.
Magic is from the Self. Anybody can use it with just a bit of training. Some other Games choose a Magical Plane, a God, or Nature as the source of Magic.
Necromancy is usually evil cause raising shambling corpses is pretty Disgusting. But I'd say a Character could use it to achieve immortality and find the cure for death, and spread it worldwide. I don't really like Good Characters who are fine with raising their once enemies, I'd only be willing to be among unread allies or innocents.
Some Games count Magic as a Drunk and non-witch burning Paladins can use it minorly and Berzerking Potions are fine. Stuff like Opium is out the window.
Then both affects are applied at once unless the're counter productive like Fire and Ice, or Dark and Light.
Elves think the're better than most races naturally but Slavery in Elf Culture is usually saved for Beast Races.
Some Clans shave their beards and legs, others don't. If they do it obviously won't be as hairy as a man's beard.
The're pure evil, seriously. They can be lawful, and a Demon Tamer could be reasonably, fight fire with fire good. But at the same time, if an angel can fall a demon can rise just make them devoted to once evil cause.
Lore wise it's an Orc-Elf, but I'd call it a Pale Orc for the Elf's skin.

Common misunderstanding of the fundamental principles behind necromancy leads people to believe that it's just another kind of resurrection. Keep in mind: a necromancer isn't bringing back the person who was killed. They aren't even just making an empty body move like a puppet. The corpse is infused with the raw essence of the negative energy plane, which drives it to shamble about, devour life, spread darkness, and otherwise oppose the positive energy plane's influence and all life in general. An undead horde could theoretically be used for manual labor and other normally beneficial things, but even if they aren't actively attacking people they're still causing harm to the very nature of life by being a direct conduit to the negative plane. And if the person controlling them ever dies or otherwise loses control, they'll go right on back to the devouring, darkening, and opposing as easy as the wind turns.

Even intelligent undead with the memories of their past life are not the same souls they were in life, unless extreme measures were taken to bind the soul such as with liches.

Undead are prone to going berserk and acting without the master's wishes, shambling dead bodies are highly unsanitary, it's considered exploitation of people incapable of legal consent, family's of the risen are not compensated for their dead loved one being used, the frightening appearance of undead is considered disturbing the peace, there are better ways to get better magical minions so most people who resort to necromancy are just being dicks or think it will make them immortal, retrieving bodies often calls for disturbing and/or breaking into church or state property.

Order and chaos by themselves are fine. However, this post is just needlessly arbitrary.

Drugs are not inherently chaotic. Consider the dystopian government that pumps its citizens full of sedatives and antidepressants to keep them placid and happy, or the drug pusher who keeps his clients addicted to keep them firmly under his control. No chaos in either of these situations, just heavily enforced order.

Necromancy is not inherently law aligned. Undead by themselves have no normal tendencies towards ordered settings or behavior, and are found alone as often as they're found in groups, alternately tearing down established governments and being the disposable minions of an evil empire with nary a care in the world. Unintelligent undead are nothing more than pawns or speedbumps. Intelligent undead are almost exclusively chaotic evil in all the sourcebooks, with the few lawful ones being those whose entire existence is due to meticulous planning, such as liches or a couple gods with the undead domain (the others being chaos). Not that I'm arguing that they're inherently chaotic, more that it depends on which undead we're talking about. By and large though, they tend more to cause indiscriminate havoc without leaving anything meaningful in its wake.

Its all manipulation of energy in various ways. Arcane casters learn to manipulate raw energy, divines draw the effects and energy from a divine source, basically just acting as a conduit, and nature casters act as a conduit for natural energies.
