No, it's just that in D&D High Elves are the ones most commonly encountered by other races. That's pretty obviously the country that has to order people NOT to have kids, rather than the one that's having trouble convincing their young people TO have kids. And it's certainly not a fit for the nation that only opened up their borders to international trade when a dude rolled up into the harbor and said "Open your borders or we'll start shelling your capital."

Korea's most well known martial traditions are memes like turtle ships and the hwacha, but that doesn't translate very well into elves

Actually, using Korea for elves is oddly fitting in some settings due to the differing Korean cultural emphases. Unlike Japan, Korea has far less of a "warrior ideal" or culture (which isn't to say that they don't fight or that thei don't consider it a noble skill, but that they never quite believed to the same extent that the measure of a proper man is in being a powerful warrior). Whereas Japanese culture emphasizes discipline and stoicism, Korean culture emphasizes the qualities of "gentleness", "elegance", "innocence" (note the Korean creation myth, describing a toothless, close-lidded proto-humanity with great divine powers who fed only on the Earth's Milk. It is only when one such being was tempted into eating a grape, harming another life for his satisfaction, that humanity grew teeth, opened its eyes and lost its divine sight powers) and "creativity" (it is no coincidence that North Korea added a paintbrush to the classical communist hammer and sickle). Flowers are a major theme in Korean mythology, with magical flowers, flower gods and an entire class of magicians who draw power from special flowers.
China may fit if you focus on the imperial image of the Qin or Ming dynasties. The appearance that China is as far above any other civilization as "humans are above beasts", the apex of culture, unfathomably ancient and incomparably massive, possessing all the riches of the Earth.

My point was that holding the Japanese army up to be some standard of ultimate evil is stupid and one-sided since all the crimes they have done have already been done. It's not like they created a new standard of cruelty or evil

Aye, 'tis sad the levels of hate to which men drive themselves, and no specific race has a monopoly on atrocity.
However, injustice must never be forgotten, and the shame of your ancestors must hang over you like a sword. The Imperial Japanese Army was an atrocity engine (That'd be a good name for a band), and we shouldn't forget it. If we ever forget what we are capable of, what we are all really capable of, than we might slip into that same arrogance of justice that caused such pain to begin with. Justice is not driven by a fear of others, it is driven by our fear of ourselves.
