It took me about 6 seasons. I'm faster than I used to be, generally to go from nobody to nightmare it takes about a decade, sometimes more or less depending if your luck.

Basically, you have to treat FM as your retarded step-child. Teams in your country are completely stupid (see how they help you in EL/CL for rep or qualifications places?), so once you won the league once and go to the CL, you'll be cruising forever. The key is to qualify for the CL; once that's done you'll be so filthy rich and smarter than the teams in your league that it won't matter.

Forget about buying good players: since your rep is trash, you'll be overpaying every single time. Focus on scouting your ass off for 18 years old and younger players, all the time, between every matches. Your scouts must always be active in regions with good youngsters; you'll find a guide in the PasteBin. Buy those youngsters, develop them by improving your facilities and by finding better coaches (which your scouting network will help you to find). And keep doing so until you git good. Try to find old 35 years old farts who can tutor: I like Marcelo Penta or Benjamin Siegert, there's also a Adrian Ricchiutti or something guy who retires soon after the beginning of the game. You ABSOLUTELY need to develop a good eye for youngsters.

Also, at the beginning, your terrible reputation will help you qualify for CL. Other teams will consistently underestimate you. The CL Champions' qualifying rounds are filled with teams that aren't much better than yours; the worst you'll find would be GNK Dinamo or Football Club Kobenhavn. And since they'll underestimate you, getting in the group stages of the EL or CL will be easy. Then you'll get ruined, but with the home bias you can luck a few draws and wins.

And you keep grinding like that until you get good enough in Europe and that's really it. Reminder that a human manager is way better than the AI in terms of tactics, make use of that.

It is acceptable to buy during your first two seasons after your league wins the best players of your league if they're cheap enough. But as soon as you're a CL regular team, your job will get pretty easy. It just will be boring. The good news is that Olimpija only has Maribor that's truly better than they are, so winning the league immediately isn't too hard at all, nor will be finding a good tutor. They also have a couple decent youngsters too depending of your luck: guys like Jakob Novak, Rok Vodisek, Kenan Bajric (needs to be retrained to another position, his starting positions are retarded), Anej Mrezar, Matevz Turkus, Zan Fils, Sandi Coralic, David Tijanic, Leo Ejup (fixed PA for this guy). If you can tolerate buying from Maribor there's Martin Kramaric or Sandi Ogrinec. Otherwise there's Tilen Klemencic and perhaps his younger brother Marko and a few more others here and there.

However, the EL isn't that much worth it: compared to the Copenhagen or Zagreb-like teams you'd get in CL, you can find yourself up against Roma, Inter, Lyon, Marseille, Schalke, any mid-table EPL club who will be filthy rich like Liverpool, several Portuguese clubs... forget it, it's a nightmare and the pay is terrible.

Bonus: as you may know, I play in a 20 teams league because I'm autistic enough to build a league from scratch.

Sign them long-ass contracts, and when they're done acting like a 5 year old you refused candy to, resign them for 5 more years. You'll have to deal with the morale hit but who gives a shit. Alternatively, you can give them a new contract the day you receive an offer before refusing said offer; won't cost you much.

I'm not playing with Olimpija currently, I'm playing with PAOK at the time and I'm overachieving, by my standards at least so I'm just waiting for something to go wrong and I'm sure it will since it's still early in the season.
The last save with Olimpija I finish 2nd 3 times in a row, I have solid first half of the season and then during the winter transfers I lose half of my team and finish behind Maribor. Funny enough, I beat Maribor more times than not, Celje are giving me the most trouble and for some reason I can't beat the last team no matter what team that is.
