I don't think RB will have anything of worth until, at best, late in the season.
The fundamental design relied on a concept which has been limited by a new regulation regarding how suspension works.
Since suspension is such an elementary concept of the whole design, they basically need a whole new chassis, it's not like fixing brakes, front wing deficit, etc.

Yeah, Merc and RB suffered a bit more than the rest from this ruling.
So first, the ruling is the old one that you can't have active aerodynamic aids.
What RB and Merc where cleverly doing was having a suspension that would change the rake (the inclination of the car to the ground, respective the the nose) depending on the speed the car was doing.
The cars would have an aggressive inclination at low speeds and have a more parallel angle to the ground at higher speeds. This is obviously completely normal since the faster you go the more air pushes you to the ground, but in their case the car reacted very specifically to the speeds, like super high angle at low speeds and then it would set itself down at higher speeds.
Ferrari pushed that this was a violation of the rules since it was basically active aero. FIA agreed and decided to ban the implementation.
Merc has a nice engine and also had other more universal solutions to aero than RB, RB/Newey set up early the idea of the rake based car, which has been always the case with Newey, all RBs have had very aggressive rake, all engineers poached from RB also showed up influence on rake everywhere they went, you could see it last year a lot.
So, the change came very late, by the end of last season, Merc didn't have that much trouble, but for RB the rake based design was integral to the full concept, and so they are now running the aggressive rake but without the dynamic it had before, tie that to a lower on power Renault engine and they are clearly suffering on straights.
Watch some clips from last year, you can see the RBs approaching at high speed the corner entry, and at some point it's like the rear end jumps up high really fast.

The RBR suspension that was under investigation was the suspension they used last year, same as Mercedes.
And RBR are using the same suspension as last year now while Mercedes are not. Aka the issue for RBR being shit has nothing to do with suspension (though pace wise they are about where they were at the beginning of last year, Mercedes has dropped down and Ferrari have jumped forward). Notice how RBR cars still run the same high rake? Notice how it still goes around corners like last year?
A different team trying to develop what Mercedes had was stopped and Mercedes was stopped. That other team could have been RBR, but since they have not changed their suspension from last season to this season that's not likely. It was more likely a mid field team trying to make the jump forward that has enough funds to develop this suspension (Williams, Haas or McLaren are my bets).

They run a more streamlined car because the aggressive rake works harder, the other teams run more downforce and air channeling components but less rake.
Now, rake has been kept aggressive because they figured they'd rather have more downforce than straight line speed, why is this? because in total they benefit more from that set up.

Correct, the only way to ban RBR suspension was to ban shock absorbers and ban springs from the suspension. Mercedes were doing something a lot more tricky and sophisticated than RBR and it was banned under the clarification. RBR was just using a clever combination of regular suspension components that were designed in a particular way that gave them the qualities they wanted.

Oh their suspension could well be the issue, but their suspension they use was not banned.

Timeline of events:

First, driver skill, but the talent pool is close enough that any given driver can race and defeat any other given driver, which would be the same in F1 if the cars had greater parity.

Second, the ability of the driver to communicate his experience in the car to his crew so that they can make adjustments to improve the ride. If you're a moron and lack communication skills, then your crew is left guessing at what the car needs to perform better.

Third, having a good crew that has good data for a track and can set up the car close to where it needs to be so the driver / crew only have to make minor adjustments, as opposed to major adjustments. This process is important as fuck, as qualification trim and race trim aren't usually the same, and the conditions on the track are liable to change before the race starts, and they change throughout the entire race. A good crew can set up a car well before the race, and make fine tuning adjustments
throughout the entire race to make the car go faster.

Finally, luck. Conditions on the track will change, and if they change for the worse, there isn't a damn thing you can do about it. Oval racing is especially sensitive to change due to the fact that it's ran full out, and as speed increases, so does drag, so wind speed and direction can have a serious impact on the set up of a car and induce drag that slows it down.

Easier, and cheaper, for people to make an oval track than a road coarse. There was lots of land available back in the day, so a track owner could approach a farmer and buy enough land to make a 1/4 mile track, and build it with just a tractor, while road courses need way more shit logistically.

Additionally, road courses in Europe evolved from courses on actual streets. We have always had more space so our streets are long and straight, not twisting and winding.

A race car on a European road course would have made no sense to the early American because we were used to straight lines and high speeds, so we built banked ovals where you could go 200mph and stands around them so you could watch the entire race.

Young girls aren't pushed to compete in karting to the same degree as the boys, so they don't develop the same level of skills/competitiveness.

Those that do develop skill in karting and lower-level open-wheel racing struggle to secure the financial sponsorship it takes to keep moving up in the racing world. As much as sponsors want to seem egalitarian and progressive, they don't want to risk all that money on something that will certainly be seen as a publicity stunt.

Consider: Lance Stroll and Max Chilton are some of the worst drivers on the grid in recent memory, but even they had lofty enough skill to just compete in an F1 race. They'd been financially propped-up by their dads to the tune of millions of dollars for their whole lives.

All that money + sufficient talent + female = an extremely rare combination

Certainly that (and the lack of total destruction in the country) allowed you to build fuckloads of tracks all around the countryside, which is why England is currently F1's de facto home, but you already had twisty road courses and races on twisty public streets before WW2 in the same way we had our ovals before WW2.

The flips during 2015 Indy 500 practice(with and without high boost) were caused by the shape of the rear pods in combination with the under tray and no lift prevention.
The cars once turned/spun around produced lift and flipped. This would have happened if they were running 220mph or 240mph. Indycar installed "anti-lift flaps" for lack of better terminology in 2016 that deploy in the event a car spins at high speeds.

The F1 cars are doing around 225mph down some straights that are less than a mile long.
They're also producing around 400hp more than an Indycar that's in oval trim(550hp~).
If Indycar was ever faster than an F1 car(which was still faster around a circuit) at anything, then it was in 2015 and only when cornering as at that time with the new aerokits they were producing way more DF. The F1 cars make up most of their time in the acceleration and braking zones.

There's no way the Chevrolet aerokit, which in its first iteration produced nearly 8000lbs. of DF, would have been midpack, according to 2014 F1 qualifying, when it was tested at COTA.

The Indycar that year was moving faster at the apex due to the massive amounts of DF.

F1 cars are much better at braking and accelerating due to being lighter.
