No they can't. DPi allows for IMSA homologated engines, custom bodywork, and possibly electronics which cannot be used in FIA sanctioned P2 races. An IMSA DPi would have to be fitted with the Gibson V8 engine, stock electronics, and their chassis supplier's stock bodywork in order to race against FIA P2. FIA/ACO is not allowing IMSA to BOP P2 so they have to bop the DPi around them.

Daytona Prototype used to be what you're thinking of, but DPi is WEC P2 with specific allowances for manufacturers to use non-Gibson V8 engines and manufacturer specific bodywork. It's an improvement over spec-WEC P2 but cars are only allowed to be constructed by the 5 WEC P2 suppliers.

The solution, obviously, would be IMSA to get LMP1-lites and then get direct access to WEC and LeMans, but american manufacturers are always too poor in the end to spend any money competing. Just breaking the LMP2 spec-series into "spec" (ACO) and "non-spec" (IMSA) just makes want to punch someone.
