Handling the ball involves a deliberate act of a player making contact with the ball with his hand or arm. The referee must take the following into consideration:
• the movement of the hand towards the ball (not the ball towards the hand)
• the distance between the opponent and the ball (unexpected ball)

• touching the ball with an object held in the hand (clothing, shinguard, etc.) counts as an infringement

if it had to be a deliberate handball for it to be a penalty why didnt he give the defender a yellow? thats because it was a handball that wasn't deliberate
but a penalty because he gained an advantage
your arm isn't going to be by your side when you're chasing after the ball. like i said, neither player had their hands tucked by their bodies because that's not how you turn and chase after a ball when there is a defender next to you. and if you've just spun with your hand out how are you deliberately handling the ball. to me, it's the same level of infraction when the ball hits rose's hand right after it hits dyer's hand.

the fact that the spurs player also raised his arm like that and it was simply a matter of luck that the ball didn't hit him instead, should tell you that you shouldn't award a penalty in this situation.
just like they don't award a penalty when someone smashes a screamer and it happens to hit a defender who his standing with his harms tucked, he had no way to get out of the way or avoid it hitting any part of his body including his arm.
it's a stupid way to enforce a rule and if you can't use discretion as a ref then you have no business being there.
Doesn't matter if it's luck or not it hit the Leicester player it's a handball. If it hit the spurs player it'd be a freekick to Leicester. Referee "discretion" does not mean bending the rules because you like the team.

it's two players going after a ball and neither of them knows where it's going on where it is even. if the spurs player had hit it first it still would not have been a handball. i don't think not awarding a penalty there is bending the rulles. just like when a player fires a shot towards the goal and it just happens to hit a defenders tucked arm on accident, they don't award penalties ether. technically they could, just like in this case but they don't because common sense says not to. you should have common sense no matter what country you're in or how good your country is at soccer.
