the fact that the spurs player also raised his arm like that and it was simply a matter of luck that the ball didn't hit him instead, should tell you that you shouldn't award a penalty in this situation.
just like they don't award a penalty when someone smashes a screamer and it happens to hit a defender who his standing with his harms tucked, he had no way to get out of the way or avoid it hitting any part of his body including his arm.
it's a stupid way to enforce a rule and if you can't use discretion as a ref then you have no business being there.
