It's probably a rather simple statistical model based on the fact that English players often cost more, BPL players often cost more, younger players are more expensive, and the contract value having a huge importance. For some reason Müller is rated rather low even though his club is performing and he's relatively long + with a long contract, but I guess bundesliga players are rated rather low according to their algorithm.

Penaldo is worth that much because he is a shirt seller and draws casuals to the club. You cannot deny his allure to sand niggers and halal bandwagoners who think he's still the best.
Aguero hasn't had the best of seasons. Griezmann doesn't perform in big games. You can probably make a case for Muller but he's not a marketable player.
He's liverpoo's star player as of now and is pretty technically sound. Again, his price isn't bad when you consider that they sold Sterlel for 70m to Shitteh. You need to take inflation into consideration here. A player worth 20-30m in 2010 is now worth 40-50m in 2016.
