Personalized helmets exist for one reason, to identify drivers. In past anything too complex was hard to identify on live TV. Only thing that has changed is resolution of televisions.
When sports on TV became a thing pretty much all team sports were affected in one way or another. Home and away colors picked on way that those are easily distinguished on black and white TV. NHL is good example and more orthodox than most other leagues.

Feels more than a bit like captain obvious, but problem isn't teams, but sponsors when it comes to liveries. If team decides livery it will be it's own main sponsor, as it with Ferrari, Mercedes and used to be with Renault in 80's. Occasionally other sponsor will follow the main sponsor, because marketing synergies, as happened with West-McLaren-Mercedes from mid 90's to early 2000's, West applied silver from Merc to their own branding.
In 70's and even in 80's Formula 1 ran on less money than now. Then constructors decided that running team is better than being engine supplier. That made everything too serious business and budgets skyrocketed.

The general parameter haven't changed but there have been minor alterations, enough that most cars have been revamped.
One such change regards opening up aero development and one of the areas opened up is the diffuser, so it is expected that everyone will have equally long diffusers.
Another change is the allowance of turbocharged engines which Ferrari, BMW and Ford are taking advantage of.
Those 3 have brand new models and Vette did a big rebuild. Porsche and Aston did apparently stay with the same cars and only will be updating specific parts.
So the rules didn't change all that much in the big picture, but many teams have chosen to do big updates or complete new cars this year. I think 2018 is when there will be a large shift in the GTE rules. Sorry for the long post but some of this is hard to keep track of before testing even begins

I used to play a forum game called pixel car or something like that. You would start with a small amount of money, pick a starter car and go to "shops" to upgrade it, then apply to do races. After upgrading the car, you had to update the pixel image of your car in mspaint if it was a visual change. Everything in the game was handled by text in the threads of the forum and there were so many restrictive rules that you felt suffocated. The races were just decided by some guy in his head based on the stats of your car and what kind of road it was. I stopped playing when I realized I could already do better things than this in video games like need for speed or midnight club. I was only 13 or so at the time but I know there were several adults doing it and for what purpose, I don't know

I grew up rooting for Jacques Villenueve unironically when I was a kid. In CART and his first 2 years of F1 he was breddy gud, but when F1 switched to narrow-track cars & grooved tires he couldn't adapt and his performances suffered. Then he made the mistake of going to BAR and sealed his fate as an F1 driver.

I don't think the regulations change fucked Villeneuve over, it was mostly that Williams was uncompetitive in 1998 due to lack of Newey and Renault, and then he went to BAR.
Zanardi did struggle with the new regulations, though.
