Your first shot was a good picture, but the short hair and heavy makeup did you in.

Your second shot is not a good picture but your hair is more attractive and the makeup is not as heavy, especially the lipstick or lack of it, which is an improvement. Lighter usage of mascara or eyeliner helped too.

But you closed your eyes. Huge mistake especially since your eyes look great to begin with. Your chin is less defined here so next time, straighten your neck and tilt the head very slightly down and bring your head slightly forward to define that chin. Finally put a top on or crop your picture looser (to reveal more detail) or tighter (to keep the focus on your face. Your chest area is giving off an illusion that its a big, featureless area due to the crop and lack of top so it needs to be fixed.

Ditch the flannel. You're going for a more clean-cut look, the hair, glasses and watch are all on that theme and a good start. The flannel just goes against that.
Your hair is good, but could be better. Personally a find a good hairstyle to be a deal-maker. I would recommend paying a little bit more, going to a slightly more upmarket salon and asking for advice. Tell them the kind of style that you want to go for, but that you would like their advice on how to go about doing it and which products to use.

Get a haircut. Even if it isn't "usually isn't this scraggly", your face would have a much stronger outline with shorter hair. Also, the chin strap by itself isn't a good look.
