TeX is a Turing complete macro language. LaTeX is a big standardized library of TeX macros and often is recognized as a language unto itself (since writing TeX primitives is together with LaTeX macros is considered very bad form).

Only HTML5+CSS3 are technically Turing complete, though it's only through representing cellular automata. Unless I'm mistaken that means it's output is very limited (unlike LaTeX where toy programs and interpreters for programs have been implemented).
