If I ran this board, I would have a hidden buffer of 50 threads, and I would delete the ever loving shit out of most of the crap that gets posted here, allowing keeper threads that got bumped to remain for people who actually belong on this board.

Two conditions should be met before creating /eng/:
1) /sci/ should be active enough to justify splitting it up in smaller boards
2) there should already be a culture of /eng/-related threads here that would then start being posted in the new board instead
Neither of these conditions are met, so creating a new board makes no sense at all.
As suggested earlier, either use /diy/ for home-made projects or create an /eng/ general here (one thread is plenty enough considering the normal activity of this board).
