Of course, even for a guy who does not feel he has a frequently difficult time achieving orgasm, he still is missing a lot of erogenous tissue, and a lot of different ways he could experience various kinds of sensual pleasure.

In his famous "Guide of the Perplexed", the Jewish physician and rabbi Maimonides explains,

In the US, the initial rationale during the 19th and early 20th centuries was similar--to attenuate male sexuality. In the Victorian Era and even into the 20th century, it was believed that masturbation and sexual pleasure were health hazards--and it was commonly believed therefore that circumcision (and other forms of mutilation, like male infibulation) would be helpful in preventing them.
