In my opinion people learn not to be whores by either being rejected/never initiating or they learn their lesson from actually being a slut.

My issue for the ex-sluts is the introspection they lacked previously. They kept their legs open and continued riding the carousel until much later in their life when there are clear signs of things not being right. If they want to be whores and are fine with it then I give zero fucks, I just wouldn't want them as a partner, but they're free to do as they wish. Realizing your mistake doesn't absolve you of it, and this isn't a mistake towards the world, it's a personal mistake. If they truly changed for the better I'd question not their behavior but lack of previous insight. That they did not think about all of this while they were whoring about and giving into hedonistic lifestyles. It tells you something about the personality. I'd give it a go but be doubtful.

The people who were never accepted into whore-heaven for whatever reasons can still be as bad, for they might be inner whores that never got a chance to express themselves, even then it's fucking tricky, but if they didn't get to fuck whatever person they wanted it would have led to some introspection about the behavior, leading some to truly not desire it because they find no value in it.
