College students are probably the worst clients for a writer. They'll have ridiculous deadlines and basically no money to pay you with

If you live in Europe, you can work for some US content mills and not have to pay tax. It's seen as a trade rather than employment. Most in the US have tax forms though, at least those that I'm aware of do

$20 is pretty low if you're actually doing proper copy editing. $25-$30 per hour is reasonable.
But if you're only editing short papers, 2-3 pages, $20 would be about right. Anything under $5/page is well below fair rates for copy editing, and even $5/page is on the low side.
