I have 30$ in the bank and no job.

Currently I can't even afford the gym membership, not to mention buying healthy food or regularly eating meat.

In a couple months I'll be financially and emotionally stable enough to start going to the gym.
And cutting. I hate cutting but I have to lose weight again.

Depends on what you consider to be an improvement. With good routine and well-maintained diet you can expect at least 2lbs of lean mass a month. Losing fat is about 4 times easier
