I don't know what "zone 1" means, is it a foreign term? Perhaps you mean the innercity. No, not everybody deserves a home in the innercity. But you must take into account that the current demand for innercity living actually comes from zoning and planning laws that stop growth in the fringe. After WW2 Australians fled the innercity. They thought a big block in the sun, a quiet suburb, a place without the smog and noise of the innercity was a much better bet, particularly to raise a family. The psyche of Australians in this regard has not changed. What HAS changed is that a house in a new area which once costed $100k now costs $800k in Sydney.
