Animation in general isn't as restrained by budget for spectacle like live-action is. Add this to anime catering to a far more diverse audience than western animation (where it's either children's cartoons, edgy MTV cartoons or Simpsons rip-offs) and usually having a moderately not-so-hideous artstyle (as opposed to how it's now a fad to use fuck-ugly artstyles in the vein of Adventure Time or Regular Show in the West) and that's basically the appeal.

There's also the fact that exposure to a different culture's media and its tropes can be a great source of novelty and therefore entertainment.
