Return to each layer, draw limbs corresponding to each position.
It'll look better if you keep them the same general length, which means the lower your torso is, the more "bent" they should be.
Fiddle with layer opacity so you can look back at previous layers.

This one I made utilizes symbols and tweening. The only individually drawn keyframes are the coat and legs, everything else is basically stationary except I told it to slide to specific positions over time. Even the head bobbing/ coat bobbing is tweens within tweens.
