What is the difference between rule violation and illegal content?
Someone posts a huge sack of freshly made cp guro vidoes with refugees and power tools, or very detailed plans on how they're going to assasinate presidential Candidate Ben Carson, results in the police showing up at Mootwo's door with a bunch of questions.
Posting drawn dickgirl furry tails the fox diaper scat porn in a japanese bullet train thread, and the police will give zero fucks.
Rule violation = Call the mods/janitors when it's against only the rules on 4chan
Illegal content = Call the cops when the reported content is against US law

I always thought that regular reports put the post in the queue for staff of the respective board, with consecutive reports bumping up its priority.
Whereas illegal content reports lit up the dashboard for staff sitewide, as if to say "get this off the site NOW".
Which is also why I think you can get banned for misuse of the latter.
