4chan admins do not yet understand VP9 well enough to know with absolute certainty that people can't hide secret files within it containing child pornography. 4chan must whitelist formats and streams and can't allow new things until they are absolutely certain.

Because VP8 is good enough for 4chan. It's much faster to encode and has a broader support.
