Is talking about 4chan on places other than 4chan allowed?

Yeah. Newfags are alright. As long as they adapt to our culture that has been molded here. Even if they don't adapt. They'll just be here for /b/. That board has already been ruined by trap / fur / dick r8 /people who don't know where to create their porn threads.
As someone who spent some time outside of 4chan you can call me a leading expert on the subject. The answer is No, generally speaking most people have never heard of it. The people who have would like there strange porn fetishes and shit to remain anonymous and not reveal much about their browsing habits.
Who cares? We're not the internet police. Try not to embarrass yourself though.
I go on reddit and invite as many people as possible to post on 4chan whenever somebody disagrees with me. I tell them to go back to 4chan. I hope the irony isn't lost on them.

Is talking about websites other than 4chan allowed on 4chan? All signs point to no.
no, you will be banned for life
If you visit other online communities as well as 4chan (and you should, because it's good to have a wide variety of experiences), you will eventually encounter a group of normies circle-jerking about how 4chan is le scary anonymoose and how it should be closed down because it's problematic and transphobic. I fail to see how it can be a bad idea to educate those people and explain that 4chan is not necessarily like that at all, and that a wide variety of people come here. Pretending that everyone on 4chan is some fedora-clad body-pillow-marrying autist just means that when I see people spouting ignorance about my anonymous husbandos, I can't defend them without being immediately dismissed as someone who goes on 4chan and is therefore not to be listened to.
We need to be the change we want to see.

If you browse other online communities as well as 4chan, you'll encounter a group of normies circle-jerking about how reddit is a bad place and anybody who goes to reddit, or tumblr, or insert-anything-here-anything-at-all are the cancer killing /b/.
Fucking no. This may sound cringe, but faggots breaking R1&2 were the reason why this site is so shitty nowadays.
It's just generally not a good idea. People who don't know about 4chan will come here, look around, and blame you for everything they find.
See, people outside of 4chan don't understand that the site isn't monolithic. They think every viewpoint they find on this site is shared by all of its users. So a person unfamiliar with 4chan who comes here to see what kind of stuff you're into is going to think you're a racist, misogynistic lolicon.

No, not when they think the only boards are /b/. /pol/ or /v/

That is fucking cancer. Especially the comment sections.
