It is not to make people feel unwelcome that threads occasionally need to be spammed. If someone is posting in bad faith, it doesn't matter whether they feel unwelcome. Criticism only matters to good faith posters.

The purpose of spamming bad threads is to get well-intentioned but misguided posters out of the bad threads and into the good ones. This only makes sense to do if
(1) there are people replying to the bad threads
and
(2) you can spam the bad threads without diverting your own attention from good ones

In any case, spamming should be an absolute last resort reserved for the worst troll threads and only ones which meet with success. If you spam in unsuccessful troll threads, you are just feeding the trolls yourself.
