Discussing rules and moderation isn't bad on its own, when the thread's focus is to "fix" the board you will want to aim for is some kind of consensus right there, that being near impossible depending of what board you are dealing with (see:/v/ meta threads).

Older /qa/ threads showed that there is a big number of people who don't give a shit about who they share their boards with, people who want to get rid of things they don't like and don't really care about where it will go, if it breaks rules or who will be affected by it, that means no consensus and the thread just becoming people fighting over whatever scapegoat or personal vendetta they have for a certain group, its anything but change

You wouldn't necessarily start a meta thread thread to fix a problem. One goal could be to enhance the existing experience. When you lobby to get boards deleted and users banned, inevitably the people involved will come to their own defense and it will devolve into a shouting match, however, meta is more than delete x or ban x. Sitewide improvements or even a humble request for a janitor that's on more often are reasonable things you could realistically discuss the need for. The whole purpose of a well-intentioned meta thread is to discuss an idea with the community, refine it with their input and then bring it to the staff once the idea has gained traction with the userbase.

No. Archived threads do not retain IP information so mods can't ban their posters. The only exception is that if the post was picked up by janitor and sent for ban request. But janitor would definitely delete the thread/post before sending BR.

That's why there is no point in reporting posts from archived threads (unless they contain illegal content).
