The biggest problem the EU has is differently strong economies. The Germans, Dutch, Scandinavians, Luxembourg, Austrians and Ireland and the UK have strong economies and the rest have weak economies. The lack of English speaking people in the rest of the EU is one key reason why foreign investment to these countries is not coming forward.

Look at it from this point, if you want to build a factory in the US, you look at tax breaks, at costs for land, at available workers, cost for workers etc. And then you decide. In the EU, you first look at which culture you understand and then which language. Even though Romania or Bulgaria are 4 to 5 times cheaper in terms of labor costs, factories are still principally built in the strong economies of the EU - most notably, because people don't think they can communicate properly with Romanians etc. and because the workforce might be shitty because of that.

1. Fundamentally change the euro to something not based on debt (gold backed or fiat under extremely strict supervision I don't really care either way, just not the current disgraceful system).
2. Stop EU expansion for the time being, consolidate first i.e. letting the weaker members catch up to the EU acquis before any more expansion is considered (and Turkey is not eligible for membership EVER).
3. Non-European migration is limited to a certain % within each EU member country; whether that's 1%, 3% or whatever is up for debate.
4. Artificial sustaining of certain economic fields will be slowly faded out, BUT the EU will invest in transitioning the workers in this field to other domains. This means for example the CAP which is maintaining French agriculture. French farmers are simply noncompetitive on the global market. The EU can impose harsh external tariffs, the farmers can make their businesses more efficient, or offer lower prices, or the EU can invest in transitioning these farmers to other labor fields. But just handing out a fucking shit ton of money to sustain dying economies is a horrible idea in the long term and should be slowly stepped away from. As far as I'm aware (but this is not my specialty) this is what Sweden did in the 20th century and something Belgium failed to do, leading to huge social dramas and civil unrest in 1960 when the Walloon coal & steel sector finally gave out. The EU should learn from history.
5. The EU deals with economy, a united foreign policy, any technical issues (e.g. standardizing electrical sockets) — however, cultural issues remain a national issue. Any member state can decide for itself if it wants to be headscarves, minarets, gay marriage, etc.

I think that should just about do it. At least the major grievances will be cleared out.
