It is plausible and there is a very detailed plan on the costs of doing so and how it would be funded. The short version of it is: Public Universities are made free (so it's not all college), reform the US Department of Labors loan practices, slash existing loan interest rates by ~2%. This would be funded with a 0.5% tax on several finical instruments, which would still leave us competitive with London and HK who already tax these parts of the speculation market.
Whether he can actually get enough cooperation to pass these measures is a different question, but the plan itself is plausible.
If you're talking about student loans, why in the fuck would banks even give them any more if they don't make any money off of it? A student loan is essentially an unsecured loan with very high risk. Why would a bank take that risk for a very low rate?

I agree with that, but I think the better way is to regulate how much college costs and keep the traditional way of paying for it.
What you need to understand is to attract people to do things well, there has to be an incentive for them. The reason why socialist societies (and in our own society an example would be government workers) fails, is because why try harder, or to use your abilities that are more advanced than others if there's no benefit.
The best system is a capitalist one with controls. let people's drive and natural greed propel us forward, but have controls in place that does not let too much of the money go up.
You don't need an explanation on hoe you are going to enforce laws already on the books. These are cheap things to do.
You could spend $10,000 processing every deportion and get rid of them all for 3% of one year's federal budget.
Sanders is the one with the unfunded promises. Sanders is the one who needs congressional support. Trump doesn't need congressional support to shift law enforcement resources or enter talks with other nations.

On the loan end, why bother checking their credit or offering competitive rates? You know they have to borrow anyway and they're coming to you. You can write them a predatory loan and it's going to earn you money. Did we learn nothing from watching loan institutions greed in the housing market?
Regulating costs means cuts and it isn't going to be the administration which get cut. It's going to be the professors and counselors and advisors. It's going to be the activities, career centers, communal, and the quality.
