Not doctrinally, but I have heard this from other Mormons. Black people were prohibited generally from holding the Priesthood until 1976, with a few exceptions throughout the time of the church. Church leaders met in 1872, 1928, and 1954 to discuss if it was time to allow blacks to hold the priesthood and in prayerful consideration the answer was no. The stated reason was because it wasn't safe for them or the church to have them forwarding ordinances while blacks were being exploited by and then persecuted by greater society.

tl;dr: Black people were seen as lesser people by other Christians, thus negating proselyting efforts if they were allowed to become priesthood holders before the rest of society was doing the same thing. Purely political move, and admitted as such by the Church.

SLC was really nice, there were businesses everywhere, the mall was still alive. Light-Rail killed it. The construction alone strangled all the businesses, and trying to force a Mass Transit model on an American Car paradigm destroyed virtually all the businesses down town.
