I have an idea.

1) Create white national government.
2) Create nigger/chink/indian/etc. sectors in far reaches of white nation.
3) Give them each state sovereignty. Federal government would be in white territory.

There's a room to question how this would work ideologically, but in terms of liberalism, the Western portion of Massachusetts is no more than equally as liberal as the state of Vermont, and possibly less so.

Continuing along this line, although it's not technically a part of New England, the Northern portion of New York state is essentially part of the same ecosystem, and is in fact less liberal than Vermont. Jared Taylor (who lives in Virginia) thinks the best idea is white communities in the South. He thinks the people there would be more receptive. He sees the Northeast as being so white that the people there would carry the sort of naivety that plagues largely white areas, and therefor expel any such movement.

He's right about the naivety and accompanying liberalism, at least to a large extent, but I'm not so sure he's right about the relative likelihood of such a movement failing there. After all, it's less-settled than most other places, and it IS largely Whites, so Europeans going there could have success in gently guiding the philosophy towards that of a peaceful, orderly, lawful, ecologically-minded, explicitly White community. It's largely most or all of these things, implicitly.
