Claiming that its essential to allow prices to skyrocket in the short run is idiotic. It doesnt do anything except heighten wealth effects distortion on distribution.

In the long run people will ship a bunch of water into the area anyway with a minimal price increase needed to cover transaction costs. But since there is now open competition this new market price will be much more reasonable.

It doesn't matter if the price temporarily spiked or not, because the supplies outside the affected area wont be able to benefit.

Well the battery is only about 2 hours maximum so it's probably good to enjoy it while it's still available. From my experience with elevator malfunctions they are always mechanical in nature. However I have never once heard of anyone getting out on their own no matter how desperate they were. Even after technicians arrive it can still be difficult to get them out.
