It was the English Civil War that set out the terms for the removal of a Monarch. So you can't even assign 1688 to that. You clearly don't know fuck all about this topic, but if you're going to discuss it, I expect a better answer than "checks and balances" when I've already explained that is utter horseshit. 1688 made the Monarchy IRRELEVANT. That isn't balancing the power, in the same way Magna Carta, or the Provisions of Oxford were.

Victoria didn't 'abandon' her duties, so much as they were already ceremonially by this point, and centered on ministerial advice and roles of Governor Generals abroad, like our current monarch but more so now.

I've said this already but it didn't happen over night. After 1688 and the 1689 Bill of Rights, we've got the Act of Settlement and Act of Union 1707 then the issues caused by Queen Anne's refusal of Royal Assent which caused more turmoil between the Crown and parliament, but the only reason these triggered constitutional problems was as a direct result of 1688. It should've never been questioned whether or not a Monarch could refuse Royal Assent, its still (and certainly was) legal that they can, yet in practice we both know they certainly can't.

So yes, Victoria's inactivity are a massive issue in the overall inactivity of the Crown today but if we're looking for a point where this began, 1688 is everything.

1688 was when the parliament established supremacy over the monarch (more so than the English Civil War and I'll explain why if its relevant) by, first, deposing of a king on grounds that they had laid out and ruled 'tyrannical', which are all in the Bill of Rights, and then by formally inviting somebody else to be the Monarch.
