At least with the stores they would keep male blacks from stealing in other states because they could go steal from a Chicago gun store. CPD could then better trace where the guns went because it was stolen from a local business, and have a better chance of busting the thieves. I'm a shrink in private practice so the rate varies by insurance company and diagnostic code. Full rate is $200/hr, but nobody really pays that. My private pay patients I usually charge $150/hr unless they're long term or theres some kind of hardship. Blue Cross PPO is billing out at just a little above that, others go down to around $120/hr. Testing I bill out at $200/hr but I won't accept insurance for it because I have better shit to do with my day than fuck around with preapproval or precertification and I'm too damned cheap to hire a secretary to do it for me.
