This is actually a large reason why healthcare costs were increasing so much, and still are. Catastrophic care should be the point of last resort, after all else has been done. Preventative care should be the main focus, because it is cheap to provide and can find problems before they become expensive.

Instead, we go to the ER when we get too sick for it to be safe, when people with insurance can just go to a clinic and get checked out.

Its like driving a car on a tire that is slowly losing air. If you don't have the cash to get the tire patched and keep driving, eventually it'll run off the rim and you're fucked and have to get towed and the rim and tire replaced. A 20 dollar patch vs a 500+ dollar repair job.

I had a plan like that too, one thing that killed plans like that before Oniggercare was MMA of 2003, that put in the high deductible crap linked to HSA. That ended up being a joint thing through Clinton and Bush as to who got the credit for fucking us over. My company dropped all plans like that (at least in the markets I was in: CA, TX) and forever since I've been stuck with high deductibles and premiums that have gotten exponentially worse under Ocare up to my current plan of dropping insurance entirely.
