This is what has me really confused. According to the FBI affidavit:

The affidavit is signed by two people, the FBI agent that wrote the report and Michael J. Marando, Assistant US Attorney for DC.
Now, DWS's brother DOES work as Asst. US Attorney for DC, but there's not any evidence that he's involved at all with Awans.
HOWEVER, Michael J. Marando is THE HUSBAND OF JoAnna Wasserman!
